Vancouver police officer arrested as investigation identifies 19 victims

Vancouver Police Department Chief Steve Rai says Cst. Kalwinder Dosanjh was arrested Thursday over alleged criminal activity and now faces nine charges: four counts of fraud over $5,000, four counts of theft over $5,000 and one count of breach of trust.

Rai said the VPD's lengthy investigation led to the arrest of Dosanjh, a 26-year member of the department, who has been suspended immediately. Police first received information alleging criminal activity involving him in December 2023. The allegations concern incidents between 2017 and 2025.

Rai has recommended that the Vancouver Police Board suspend Dosanjh without pay. If the board accepts that recommendation, he said, the suspension would remain in effect through the criminal proceedings and any disciplinary process under the Police Act.

The Office of the Police Complaints Commissioner was notified when the investigation began, Rai said. Nineteen victims have been identified so far, and police have opened a dedicated line, 604-717-2601, for anyone with information about Dosanjh's alleged conduct. Witnesses reported seeing officers at Dosanjh's residence Thursday and investigators carrying boxes of documents from the property.

Dosanjh is the founder of KidsPlay Foundation, a youth-focused charity that aims to steer young people away from gangs, drugs and violence, and has been a prominent figure in Metro Vancouver through anti-gang advocacy and community outreach. Rai said Surrey resident Sarabjit Singh Gill, 51, also faces charges connected to the investigation, but did not specify them.
