Surrey Police Service issued a public-interest disclosure Tuesday, Sept. 15, concerning Jonathan Anders Muzychka, a designated high-risk offender who will live in Surrey. A police release says the 49-year-old has a history of violence toward people and property crime. He is described as a six-foot-one Caucasian man of medium build with short brown hair, brown eyes and facial hair or stubble.

News reports from 2009 said Muzychka served time after pleading guilty to manslaughter in connection with the July 2008 death of a Winnipeg man. His court-ordered conditions include keeping the peace; living at a residence approved by a probation officer; remaining in B.C. unless the court gives prior written permission for travel outside the province; and avoiding contact with victims and witnesses from offences for which he was convicted, as well as their immediate family members. He must also stay at least 300 metres from their known homes, workplaces and educational facilities.

Muzychka must wear electronic monitoring equipment, observe a 10 p.m. to 6 a.m. curfew, and not consume or possess alcohol, controlled substances, weapons defined under the Criminal Code or knives. Investigators with SPS's Prolific Offender Unit will monitor him, police said.

The disclosure was SPS's second in as many days. On Sept. 14, police said Skylar Wayne Pelletier, described as a high-risk offender with a history of violent and sexual offences against people, including females, would be living in Surrey. His conditions include no contact with previous victims or their family members, residing at a location approved by his bail supervisor, avoiding the 2500-block of Woodland Drive in Vancouver by two blocks, and a 10 p.m. to 6 a.m. curfew unless his bail supervisor gives prior permission. Police asked anyone who sees either man breaching release conditions to call 911 immediately.
