Owner of so-called ‘Hillbilly Houseboat’ discusses invention
Emilio Gilpo says he is testing the prototype floating home on Surrey’s Nicomekl River near Portage Park.

Emilio Gilpo, the owner of an unusual floating home in Surrey, has spoken to Global News about his controversial invention. He says his so-called “Hillbilly Houseboat” is a prototype he is testing on the Nicomekl River near Portage Park.
Gilpo said he needs to complete a proof of concept before improving the design. He said the vessel could be used as a recreational vehicle or a houseboat and could help the economy once it has been refined.
The structure consists of a camper trailer atop a makeshift barge built from 36 round containers and steel beams. Nearby residents told Global News they saw it assembled and launched into the water by crane.
The City of Surrey said it warned the vessel’s owner earlier this month and issued one parking ticket while it was on city land. The ticket remained visible on the side of the trailer on Sunday.
Now that it is on the water, the vessel falls under federal jurisdiction. Transport Canada said it will follow up with Gilpo to ensure it meets safety and environmental standards.
Gilpo said the prototype is not dangerous. He said the barrels used in its pontoons are empty and that the only item aboard is a small generator. The barge will remain in the water for a few days while he modifies and improves the design, although he could not provide an exact timeline.
