Police allege $3 million loss for 19 victims in case against Surrey-based Vancouver officer
Vancouver Police say Kalwinder Dosanjh faces fraud, theft and breach-of-trust charges after a two-and-a-half-year covert investigation.

Vancouver Police allege that 19 victims lost a combined $3 million in a fraud case involving longtime Vancouver Police Department officer Kalwinder (Kal) Singh Dosanjh. Following a two-and-a-half-year covert investigation, Dosanjh was charged Sept. 3 with four counts of fraud, four counts of theft over $5,000 and breach of trust by a public officer.
The B.C. Prosecution Service says the alleged offences occurred between Dec. 8, 2017, and July 25, 2025, at or near Vancouver, Surrey and/or other locations in British Columbia. Police say Dosanjh and co-accused Sarabjit Singh Gill, both Surrey residents, were business associates and that most charges relate to housing developments. Gill is charged with three counts each of fraud and theft over $5,000 in relation to January 2017 allegations. None of the allegations has been proven in court.
Dosanjh was arrested in a controlled traffic stop in Surrey and released on conditions, including that he may not act as a police officer or exercise police authority. Police seized his service weapon. His next appearance is scheduled for Sept. 17 in Vancouver Provincial Court to fix a date.
Police executed search warrants at the Surrey charity KidsPlay Foundation, which Dosanjh founded, and confirmed that some charges relate to it. Chief Constable Steve Rai said victim protection remains a priority and asked anyone with information to call the dedicated line at 604-717-2601. The department suspended Dosanjh and Rai recommended that the Vancouver Police Board suspend him without pay.
