A man who targeted a vulnerable senior in a distraction theft has been sentenced to 54 months in prison. Richmond RCMP said the investigation relied on intelligence-sharing and collaboration among police agencies across British Columbia.

On Dec. 27, 2025, Richmond RCMP responded to a report of a theft involving an elderly woman who answered her door and was approached by a man posing as a utility worker. He gained entry to the home under the pretext of conducting an inspection, then entered the victim’s bedroom. Shortly after he left, the woman discovered her purse had been stolen.

Investigators obtained surveillance footage of the suspect and worked with policing partners throughout the Lower Mainland. As the investigation progressed, officers identified similarities between the incident and other theft and fraud investigations in the region. Collaboration among multiple police agencies led to the suspect being identified as Donald Quinnell.

The Richmond RCMP investigation, together with related investigations in other jurisdictions, resulted in Quinnell being charged and convicted of offences including break and enter and fraud. He was sentenced to 54 months’ imprisonment on Oct. 14, 2026.

“This sentence reflects the serious impact these crimes have on vulnerable members of our community,” said Richmond RCMP Insp. Vaz Kassam. He said the investigation demonstrated the strong partnerships among police agencies across British Columbia and their shared commitment to holding repeat offenders accountable.

Richmond RCMP reminded residents to stay alert when unknown people ask to enter their homes. If someone claims to represent a utility company or service provider, residents should ask for identification and independently verify the person’s credentials before allowing entry.
