Surrey council to vote on $17.5M contract tied to downtown medical school
Surrey council is set to consider a $17.56-million excavation and shoring contract for the first phase of Centre Block, part of SFU’s downtown medical school project. The recommended award to PCL Constructors Westcoast Inc. has a spending limit of $19.32 million.

Surrey council will vote Monday on a contract for excavation and shoring tied to construction of Phase One of Centre Block / SFU Stephens Family School of Medicine downtown. The project is expected to be completed by August 2030.
In June, Simon Fraser University’s medical school received a $40-million gift from the Stephens family, after whom the school will be named. It is the largest single donation in SFU’s history. Donors Ratana and Arran Stephens co-founded Nature’s Path and are principals of Que Pasa. Their gift will support research and innovation, student training and critical infrastructure.
City manager Rob Costanzo recommends awarding the contract to PCL Constructors Westcoast Inc. for $17,561,926.20, with a spending limit of $19,318,118.82.
Under the joint venture agreement between the City of Surrey and SFU, the medical school and a childcare facility will occupy levels two through eight. The city will occupy levels nine through 11 and part of level 12; both parties will share the ground floor. SFU will cover 70.24 per cent of the cost and Surrey 29.76 per cent, Costanzo said in his report: https://www.surrey.ca/sites/default/files/corporate-reports/CR_2026-R199.pdf
