Surrey council candidate Kevin Wilkie proposes bulk buying to lower household utility bills
The Imagine Surrey candidate says he would pursue bulk purchases of heat pumps and solar, property-tax financing for efficiency upgrades and expanded free water meters if elected.

Kevin Wilkie is running for Surrey city council with Imagine Surrey. A Surrey resident for 30 years and a new father, he works in business development, helping organizations reduce costs through sustainable solutions. His three priorities are lower utility bills, parks, trees and greenways that keep pace with growth, and a city prepared for floods, heat and smoke.
Wilkie says hydro and water bills keep rising and that City Hall has not used its purchasing scale to help residents save. He describes Surrey as Canada’s fastest-growing city and says it has buying power. If elected, he would pursue bulk purchases of heat pumps and solar to reduce installation costs for families, offer energy-efficiency financing through property taxes, and expand free water meters so residents pay only for what they use.
He says the measures would mean lower bills and cleaner air while allowing families to stay in the same homes. Wilkie said becoming a father prompted him to run for a Surrey where his child can grow up that is greener, safer and ready for whatever comes its way.
