A 2023 Vancouver police arrest of a man carrying 66 bank cards and $39,200 in cash helped trigger a years-long investigation into alleged online sales of cannabis and psilocybin products, according to an RCMP investigator’s affidavit filed in a B.C. civil-forfeiture case.

The B.C. Director of Civil Forfeiture filed the lawsuit in March 2026 seeking funds it says were linked to unlawful activity. It alleges a criminal organization operated the websites and used numbered companies and bank accounts to collect, move and disguise proceeds. No defendant has been criminally charged, and the targeted sites remain online.

The lawsuit alleges James Sherbuck, Rosa Mohammadi and Noah Eves transferred more than $1.5 million from alleged illicit sales between November 2024 and January 2026 through thousands of e-transfers to dozens of accounts. Sherbuck and Mohammadi deny the money came from unlawful activity; Eves did not respond to requests for comment.

The Ministry of Public Safety said civil forfeiture is not a criminal prosecution and does not itself charge or convict anyone. It said the allegations must be proven to the civil standard rather than beyond a reasonable doubt.

Police surveillance records describe Eves visiting ATMs at several Vancouver banks over two days in January 2025. In July 2025, the province’s Community Safety Unit inspected a Roy Street warehouse in Burnaby and seized more than 200 kilograms of dried cannabis, along with extracts, psilocybin products, and shipping and packaging supplies.

Undercover officers also made purchases from the websites using e-transfers to addresses under investigation. Court records indicate more than $1.1 million was sent to more than 20 such addresses between Nov. 28, 2024, and Jan. 23, 2026. Several bank and Wealthsimple accounts were frozen this month. RCMP said the investigation is ongoing; the Community Safety Unit says it has investigated 1,724 unregulated online cannabis stores and disrupted 1,068 since 2018.
