Doug Elford, a Safe Surrey Coalition candidate for Surrey city council, is seeking a third term. A 40-year Newton resident and father of four, he served two terms as a councillor and began as a grassroots volunteer with the Newton Community Association.

His three priorities are zero tolerance for illegal dumping, extending SkyTrain along King George Boulevard to Newton, and keeping property tax increases at zero for four years. His proposed dumping penalties include $10,000 fines and 10-year business bans.

Elford said he sees back lanes, farm roads and parks turned into dumping grounds by contractors, despite the City providing free disposal. Under a Safe Surrey Coalition council, he said, any company caught dumping would lose its business licence and be banned from operating in Surrey for 10 years. Individuals would pay $10,000 for each offence, and cameras would be installed at hotspots to catch offenders.

Elford said he delivered results for Surrey under a Safe Surrey Coalition majority and would do so again in a third term if the coalition wins a council majority.
